Select Board Minutes September 8, 2009

Present: Dan Kinson, Bob Allen, and Jacqui Faye.

     Ø  Check manifest signed in the amount of $13,177.85.

Ø  Minutes signed from 8/31.

Ø  Legislative bulletin reviewed.

Ø  Email from Dave Eisenberg reviewed and filed.

Ø  Marlow Historical Society’s raffle permit signed.

Ø  Cheshire County Cooperative extension informational session on Asian Long Horned Beetle ser for Tuesday September 22, 2009 from 6pm-9pm at the Cheshire County Courthouse.

Ø  Bond from US Cellular received.

Ø  EEE & WNV update reviewed.

Ø  SWRPC newsletter reviewed and filed.

Ø  Mark and Dan both visited the Mack Hill Rd property and found it to be passable by vehicle.  The large animals were found to be contained; the turkeys were roaming the property but were non-aggressive.

Ø  Riparian Buffer Workshop on September 23, 2009 from 10 am – 12 pm at Boggy Meadow Farm in Walpole ( 713 River Rd , Walpole ).

Ø  There is a problem with the MS-61, the tax collector needs to complete this form as the auditor will not complete it.  The MS-61 needs to be completed so that the Selectmen’s office can complete the MS-1, the MS-61 is also required to set the tax rate, without the MS-61 the tax rate cannot be set and the Town would be required to borrow money.

Ø  Jeff Tickner had some questions regarding Radius North and City Voice; Selectmen answered his question and received some feedback.

Ø  LCHIP grant funding is now open, a grant application will be filed to complete some work at Jones Hall.

Ø  Chief Avery has served all delinquent dog registrations for the civil forfeiture of $25 as well as a $5 service fee as authorized by law.  There is still one applicant for the part time police trainee position.  The other applicant has not followed through on the application.  Once Mark returns from vacation an interview will be scheduled with Chief Avery and the applicant.

Ø  The mail station can be rented for $15 per month; Selectmen approved the purchase as it will be a savings over time in postage as well as not needing to purchase large quantities of stamps.

Ø  Selectmen authorized payment on check number 27009 amount of $51.

Ø  A new welfare officer will need to be appointed as there is a vacancy, until there is an appointment made the Selectmen will serve as the interim welfare officer.

Ø  August Bank Reconciliation signed.

Ø  August PDIP reconciliation signed.

Ø  Correspondence from Beth Fernald reviewed decision deferred until Mark returns.

Ø  Marlow to apply for dry hydrants as affirmative action looks good.

Ø  Selectmen called Lou to discuss MS-61, he feels that he will be able to complete the MS-61 by tomorrow and have Mason and Rich review the form at the end of the week.

Select Board Minutes September 14, 2009

Present:  Dan Kinson, Bob Allen, and Jacqui Faye.

Ø  Check manifest signed in the amount of $5,383.38.

Ø  Raffle permit signed for Jayne Allard.

Ø  Marlow stray activity reviewed and filed.

Ø  PSNH annual agency meeting is scheduled for September and dates in October.  No one to attend.

Ø  News release from executive council two reviewed and filed.

Ø  MS-1 extension request signed.

Ø  Release and Indemnity reviewed to be sent to the town’s attorney for review and comment.  The release would pertain to anyone who wished to use the “weed wrench”.

Ø  Strengthening the vitality of our communities reviewed, no one to attend at this time.

Ø  PDIP request signed in the amount of $10,000.

Ø  Fire prevention and safety grant will be forwarded to the Fire Department.

Ø  NHDES municipal ecolink reviewed.

Ø  Jim Strickland inquired as to the status of the land purchase from the state.  Selectmen updated him that a survey has been completed, an agreement had been reached with the DOT and now the board was waiting for a plat so that a subdivision can be applied for.  Mr. Strickland expressed concern that the old salt shed should possibly be taken down prior to purchase being made.

Ø  P.O. signed in the amount of 383.82 for the purchase of an alternator and valve.

Ø  Letter reviewed from the Historical Society to Chief Avery, selectmen will wait to take action until they hear a response from Chief Avery

Ø  Selectmen reviewed the unapproved minutes from the JLMC and will wait for the official action report from that committee.

 Select Board Minutes September 21, 2009

Present: Dan Kinson, Bob Allen, Mark Lanier and Jacqui Faye.

Ø  Check manifest signed in the amount of $8,010.07.

Ø  Lou Paturzo came in to discuss the auditors and the MS-61.  The auditor will not review the MS-61 until Lou signs a form that require him to commit perjury.  Lou has always had the MS-61 reviewed by the auditor prior to it being sent to the State.  Selectmen felt that signing paperwork that the MS-61 is correct to the best of his knowledge as he is reporting that as the status of the form.  Lou is also going to get a quote from BMSI to complete fixes to the computer system to see if it can be absorbed into the budget this year or should be included in next years budget. 

Ø  Mr. Bower came in to find out how to resolve a property line dispute with his neighbor.  Selectmen told him that the Town does not get involved in boundary line disputes as it is a civil matter that both parties would need to hire a surveyor.  After more research selectmen found that the acreage was changed on his tax map in 2007 after Cartographics reviewed information on his and two other lots around him.

Ø  Joe Feuer came in to find out if the Selectmen would put gravel at the end of the driveway on his Marlow Hill property.  His tenant does not want to damage her car in any way.  Joe has spoken with Tony about the issue.  Joe thinks that to run a diagonal culvert across under the road to fix the water problem.  Joe stated that he hasn’t done anything to the driveway in 20 years.  Joe also stated that the 911 maps should be coming soon.

Ø  NHDES environmental news reviewed and filed.

Ø  NHCCM reviewed.

Ø  Northeastern Mosquito Control Association annual meeting to be December 2-4, 2009 in Sturbridge , MA , no one to attend.

Ø  Jen Brown has found a few invasive aquatic species signs that can be installed.

Ø  NHMEC to be held until Town meeting time.

Ø  Planning and Zoning conference to be sent to Planning Board.

Ø  LGC correspondence reviewed.

Ø  Request from CASA for a $500 donation, selectmen reviewed the document, no information was provided as to services provided to Marlow.  Selectmen consider this to be a donation and will not include the request in the 2010 budget.

Ø  Jan Lane was sworn in as deputy treasurer.

Ø  Nimcast survey to be completed by respective department heads, to be returned to the selectmen by next Monday.

Ø  NRRA market survey reviewed.

Ø  Legal notice re: estate of Peter Batchelder reviewed.

Ø  Selectmen discussed the Tax deed on the Map 405 lot 065.  Selectmen decided to sign an eviction notice to the current resident.  The notice will be sent to the Sheriff’s office for service.  45 day was given rather than the required 30 day notice.  The selectmen chose the date of November 15, 2009 for the resident to vacate the premises.

Select Board Minutes September 28, 2009

Present: Dan Kinson, Mark Lanier and Jacqui Faye.

Ø  Check manifest signed in the amount of $2,358.68.

Ø  Chief Avery approved closing Church St during the Harvest festival, selectmen voted to close Church St to through traffic on October 4, 2009 from 9am to 3pm.

Ø  EEE has been found in Alstead, residents should take reasonable precautions.

Ø  Legislative update reviewed.

Ø  Executive council news release reviewed.

Ø  Jacqui approved mileage to go to the RCC meeting in Keene on 10/6.

Ø  NRRA Market comments reviewed and filed.

Ø  Fire Department is in classes on Saturdays through November and will not be able to attend the car control program, selectmen will offer the ambulance squad the training dates.

Ø  The fire truck should be done being painted by Thursday.

Ø  Minutes from 9/21 signed.

Ø  Beth Fernald reviewed the release and indemnity; selectmen adopted the release as amended to be signed prior to any resident using the weed wrench.

Ø  PO signed in the amount of $1921.80 for the purchase of roofing materials.

Ø  PO signed in the amount of $412.14 for the purchase of a 55 gallon drum of oil.

Ø  Rent received from US Cellular

Ø  Cheshire County Treasurer sent Marlow its portion of the County bills in the amount of $226,307.  This amount is about $30,000 more than last year.

Ø  NHAAO ballot received.

Ø  Richard Rock appeared to request a renewal on his license to sell pistols and revolvers.  Selectmen approved Rocks application

Ø  Brownfield grant information was reviewed, to be addressed again next week.

Ø  Joe Feuer came in with the new 911 maps.  Selectmen reviewed the maps and voted to accept the maps.  A letter of acceptance was signed.  A letter was also signed to get the mapping information on computer disk.

Ø  Meeting adjourned 8:15pm.
